European champion Chelsea isn't resting on its laurels. It completed the signing of 21-year-old Belgium Eden Hazard from French club Lille for $49 million on Monday. Hazard is the second winger the Blues have signed after young German Marko Marin.

Hazard, who agreed to a contract that will pay him an estimated $13 million a year and passed a medical exam, will join the club in July when the players return for its preseason tour of the United States.

Hazard led Lille to the league and cup double in 2011 and was named Ligue 1 Player of the Year in 2012 after helping his team back into the UEFA Champions League with 20 goals and 15 assists.
