Arsenal manager Arsene Wenger called the new English Premier League’s rules, which limit rosters to 25 senior players and require a minimum of eight“home-grown” players, “disastrous for football.”

“I am not a big fan of it, because it means many players will be without clubs,” he said. “That’s the firstmathematical consequence of it. Secondly, it puts the clubs in a weak position most of the time in the transfer market because when you already have 25 players, when you buy a player, you have 26 andyou have to get rid of one.”

The rules only apply to the EPL, not other English competitions. The UEFA competitions have their own roster rules.
