Changes ahead for Canadian quotas

Among the many topics discussed by MLS Commissioner Don Garber yesterday in a teleconference call were rules regarding classiciation of Canadian players on Canadian MLS teams.
Toronto FC is required to have at least eight Canadian players on its roster. That stricture is being discussed by Garber and the Canadian Soccer Association as MLS prepares for the expansion
additions of Vancouver next season and Montreal in 2012.
Since TFC entered the league in 2007, MLS has grappled with how to classify Canadian players, who count as foreign players on
non-Canadian MLS rosters. Current rules permit TFC 13 international slots, as opposed to eight for the U.S. teams, with those extra five slots reserved for domestic U.S. players.
"I'm
hesitant to give any detail because we are still in discussions with the CSA of what those changes will be,” Garber told reporters during the call. "Those changes will help keep the Canadian
teams competitive and at the same time provide the CSA with whatever value they're looking for."
Garber also retiterated statements he made to Soccer America last month that the playoff format could be altered and an increase in the number of playoff
teams is a possibility.
