    Change the laws, or this will happen. The fact is: he's smart, and of course he can't agree that he did it to game the system. But situations such as this happen all the time and commentators are smarter than this but can't state the obvious? The laws are written, and there will always be unintended consequences, plug the loop hole, or by not addressing this, you are tacitly agreeing with this situation.
