Despite the devastating report into state-directed doping in Russia, President Vladimir Putin is sticking by Vladimir Mutko, Russia’s sports minister since 2008 who also heads up theRussian soccer federation, World Cup 2018 organizing committee and is a member of the FIFA Council. Mutko, who goes back with Putin to their days together more than two decades ago in St. Petersburg,has been implicated in the doping scandal.
