FIFA turned down the Bolivian soccer federation's appeal for two forfeits for playing Paraguay-born defender
Nelson Cabrera, who was ineligible to represent Bolivia. The forfeits turned a 2-0
win over Peru and 0-0 tie with Chile into 3-0 losses. The two extra points are the difference for Chile between being in fourth place and sixth place -- the difference, if results hold, between going
to the World Cup and being out.
