-- La Liga CEO Javier Tebas on Spanish league rules that are holding up an agreement between Barcelona and Lionel Messi on a new contract, as well as the registration of three free-agent signings (Sergio Aguero, Memphis Depay and Eric Garcia). Barcelona must cut 200 million euros, or about $240 million, from its player payroll this summer before it will be allowed to register any new players, including Messi, for next season. Tebas says Barcelona, which opened preseason training on Monday, only has itself to blame for its financial crisis. (New York Times)
