U.S. Soccer’s refereeing department has created a video primer to help interpret and explain updates in the 2025/26 “Laws of the Game.”
The changes that officially take effect July 1 include: referee signals for the eight-second restriction on goalkeepers holding the ball; drop-ball locations; off-field ball touches; and ‘”Only the captain” guidelines.
- IFAB stopped short. The “only the captain” ref-mobbing crackdown measure is not a mandated rule change. Rather, IFAB has allowed leagues to adopt it and provides guidelines. It was used at Euro 2024, has been implemented by MLS and the Bundesliga, and will debut in the English Premier League next season.

Who makes the rules?
The IFAB (The International Football Association Board) — “We are the independent guardians of the laws of the game” — makes the rulebook the world must follow.
