The U.S. Open Cup Committee has expanded its definition of ineligible pro teams to include second teams managed by other pro teams. The adjustment affects Rio Grande Valley FC, the independently ownedUSL expansion team whose roster is managed by the Houston Dynamo. Seven MLS second teams were previously declared ineligible.
