When Major League Soccer was struggling through its early years, the question of introducing relegation and promotion into the club system was barely worth a serious discussion. It was simply too great a risk for potential owners and investors at a time when the league was making massive losses. The small evangelical lobby making the case to connect MLS with soccer’s semipro lower tiers was countered by the serious threat to the league’s very existence.
